Known qualifying treatment supply

known_qualifying_treatment_supply/v4 · CC-BY-4.0

How many known offerings for this scope can a reader actually open from the access directory?

Inclusion

  • Exact active canonical treatment, and a separate confirmed relationship stating the Need is currently served when a Need is requested.
  • Canonical place identity and parent coverage, or a source-defined service-area radius with known coordinates.
  • A confirmed offering status stating the offering is currently provided, and at least one independent confirmed operating fact for its entity, listing, or attached location. Every recorded operating fact must be positive; any confirmed closure excludes the offering.
  • A confirmed suppression excludes the offering. Unresolved recorded suppression remains unknown or conflicting.
  • Within an exact city scope, every offering that would otherwise qualify is additionally decided by the same public access eligibility the access directory applies: qualified facts with sealed producers, source rights and resolvable pointers, a published practice profile, and an access scope inside the requested geography. An offering that fails that eligibility is reported as unknown with its reason; it is never counted and never removed from the denominator. Scopes broader than one city have no access-directory page and keep the evidence-only rule.
  • Confirmed facts count however long ago their source was last checked; that age is reported with each member and never excludes it. Unknown, not confirmed, future, and conflicting facts never enter the numerator and are reported separately.
  • Each offering has one disposition: a decisive exclusion, then conflict, then unresolved facts, then public access eligibility, then inclusion. Unknown geography is unresolved before qualification.
  • Population, delivery, variant, and Need form distinct series identities. These releases are not directly compared with v1, v2, or v3.
  • Restatement: v2 releases published before Oct 16, 2026 excluded facts past their validity date; v3 stopped doing that but still counted offerings no reader could open; v4 counts only publicly reachable ones. Compare across versions only with that difference stated.
  • Reads fail explicitly at the candidate limit. Commercial state never affects qualification or order.
