How many known offerings have current treatment, Need (when requested), operating, and place facts for this scope?

Inclusion

  • Exact active canonical treatment, and a separate confirmed current relationship when a Need is requested.
  • Canonical place identity and parent coverage, or a source-defined service-area radius with known coordinates.
  • Confirmed current offering status and at least one independent operating fact for its entity, listing, or attached location. Every recorded operating fact must be current and positive; any current closure excludes the offering.
  • Current suppression excludes the offering. Unresolved recorded suppression remains unknown or conflicting.
  • Unknown, stale, future, and conflicting facts never enter the numerator and are reported separately.
  • Each offering has one disposition: a current decisive exclusion, then conflict, then unresolved facts, then inclusion. Unknown geography is unresolved before qualification.
  • Population, delivery, variant, and Need form distinct series identities. These releases are not directly compared with v1.
  • Reads fail explicitly at the candidate limit. Commercial state never affects qualification or order.
